Recommendation: That the Common Council adopt Resolution No. 10352-031604, a resolution accepting the recommendations of the CIP Committee to authorize the road improvement projects listed below.
Background: The Engineering Division recently conducted its annual city-wide inspection, rating and rehabilitation cost analysis of the streets.
On March 9, 2004, the CIP Committee discussed the 2004 road improvement projects and recommended the following streets for rehabilitation under public contract. The Engineering Division would prepare the plans, specifications and bid documents.
Two of the recommended street segments were discussed at length:
S. 20th Street (W. Ryan Road to S. Ridgeview Drive). There were two choices to accomplish the needed repaving effort. It could be funded as part of the Southbranch project, or it could be added to unspecified streets. This segment, unlike the rest of the industrial park, has curb and gutter along the perimeter and around the islands. One quarter of the wear surface was replaced under unspecified streets about five years ago and remains in good condition. The Committee recommended that the remainder of this segment be added to unspecified streets for 2004.
E. Fitzsimmons and S. 15th Avenue (Highway 100 to Highway 32). This segment of road is one of the worst in the City. It has been on hold awaiting the installation of sewer and water, or a change in the assessment policy for many years. Given its condition and the potential of increased traffic when construction work begins in 2005 on the WE Energies Plant and Highway 100, the Committee recommends this street for 2004.
The Committee also feels that the cost of the approved paving work on County Line Road ($102,000), Elm Road ($110,000), Oakwood Road ($274,000), and Fitzsimmons Road and 15th Avenue ($122,000) should be reimbursed to unspecified streets from the We Energies mitigation payments once received.

Fiscal Impact: With funds remaining in the “Unspecified Streets” control account from past paving projects and those budgeted for in the 2004 C.I.P., the City has approximately $1,770,000 for the paving program. There is also $68,615 in LRIP grant funding from WDOT for the Oakwood Road segment, bringing the total of available funds to about $1,839,000.
