Recommendation: That the Common Council approve the following purchases in accordance with the $137,000 allocated in line item #490 (Police Vehicles) of the 2004 budget.

BACKGROUND: Each year during the budget process, the Police Department determines which of its vehicles will require replacement. For 2004, the Department will be replacing five vehicles and increasing its fleet by one vehicle. The following five vehicles will be going to auction: one 1987 Chevrolet van with 111,453 miles, one 2000 Ford Crown Victoria with 108,230 miles, one 2001 Ford Crown Victoria with 97,433 miles, one 2002 Ford Crown Victoria with 91,131 miles, and one 1999 Ford Crown Victoria with 81,402 miles.
NOTE: By the time the replacement vehicles are delivered, some of the above mentioned squads will have gained an additional ten-to-twelve thousand miles.
The cost of the above listed Ford Crown Victoria replacement vehicles is based on the V.A.L.U.E. in Local Government bid, which was awarded to Ewald Automotive. The bids received on the Chevrolet Tahoe vehicles provide the State of Wisconsin Municipal Discount, which is in the amount of $10,912 for the 4WD Tahoe and $10,378 for the 2WD Tahoe. Copies of the bid specifications are attached.
FISCAL IMPACT: The total cost of the six vehicles is $131,076. Monies have been budgeted in the Department’s 2004 Police Vehicles line item #490. A breakdown of the cost is as follows:
