Recommendation: That the Council adopt Ordinance No. 2290 approving a rezoning of portions of the properties at 7028 and 7050 S. 27th Street as well as 2436, 2508 and 2528 W. Rawson Avenue from B-2, Community Business, B-3, Office and Professional Business, B-4, Highway Business, Rs-4, Single Family Residential and Rd-1, Two Family Residential to B-4, Highway Business.
Background: The John G. Gonis Real Estate Partnership is requesting rezoning of multiple properties at the northeast corner of S. 27th Street and West Rawson Avenue (the corner excluded) from B-2, Community Business, B-3, Office and Professional Business, B-4, Highway Business, Rs-4, Single Family Residential and Rd-1, Two Family Residential to B-4, Highway Business. Dr. Gonis has been assembling these properties for some time now for the purpose of developing a dental clinic with additional retail space at the site.
The multiple zonings are reflective of a land use plan that was developed for the neighborhood several years ago. The requested zoning is consistent with the land use map adopted as part of the Comprehensive Plan. The initial plans call for the development of a large dental clinic at the site. The part of the building fronting 27th Street would be available for additional retail development, all in accordance with the proposed highway business zoning.
The development of this property will require further review by the Plan Commission and Common Council, as the lands are redivided and as the site and building plans take shape.
The Plan Commission has reviewed this proposal, and has recommended its approval only for the area lying to the west of the officially mapped street.
Fiscal Impact: The rezoning of this property would allow for additional office and retail development that would likely have a positive fiscal impact on the City. There are outstanding assessments for street lights on two of these properties.
