Recommendation:  That the Council consider Resolution No. 10419-101904, approving a certified survey map for the property at 655 E. Bonita Drive.

 

Background:  Roger and Debra Bruening are requesting approval of a certified survey map that would subdivide the property at 655 E. Bonita Drive into parcels of 2.79, 3.16, 2.16 and an outlot of 3.10 acres.

 

Each of these parcels easily exceeds the minimum acreage requirement.  Unless right-of-way is dedicated. However only Parcel 3 has the required lot width. This is a unique situation whereupon 3 of the 4 proposed lots would take access exclusively from a temporary cul de sac or dead end.  Parcel 2, which contains an existing home, was developed by extending a temporary cul de sac in Bonita Drive.  The certified survey map has been revised to reflect the easement for that temporary cul de sac, as well as watermain and sanitary sewer within the boundaries of the map.  The remaining Parcels 1 and 3 would presumably be made available for the development of a single family residence. Outlot “A” (which should be relabeled Outlot 2) may be further redivided amongst several of the adjacent properties.

 

At a meeting of  the Capital Improvements Committee on October 25, 2004 the Committee made the following recommendations:

 

  1. That the CSM must show a dedication for the right-of-way for E. Lakeview Drive, E. Bonita Drive, and the future North-South street from E. Forest Hill Avenue to 150 feet north.
  2. That the required improvements to E. Bonita Drive must be installed at the time that: 1) Outlot 1 or Parcel 1 is sold, or 2) A building permit are applied for Outlot 1, or 3) Another public street is proposed to be connected to it.
  3. That these conditions be recorded with the Certified Survey Map

 

The Plan Commission has reviewed this request, and recommended its approval

 

Fiscal Impact:  Data has suggested that any homes constructed on the redivided parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
