Recommendation: That the Council adopt Resolution No. 10425-111604, which would approve the City of Oak Creek participation with Milwaukee County in the construction of two components of the Oak Leaf Bike Trail system by authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement to complete the two projects.
Background: Since 2001, the Milwaukee County Park Systems and the City of Oak Creek has been working to extend the Oak Leaf bike trail in the City of Oak Creek.
The first bike trail segment addressed in this resolution is the North Shore box culvert as part of the Highway 100 reconstruction project. The second bike trail segment is the extension to Howell Avenue of the North Shore-Root River Extension that had to be stopped east of the Howell Avenue. The Milwaukee County Park System is requesting the City Council to commit to $66,500 to help fund both of the proposed bike trail elements of the North Shore-Oak Leaf Trail. At their meeting on Thursday, October 14, 2004, the Parks, Recreation & Forestry Commission unanimously recommended that the Council approve participation and commit the $66,500 to help fund both elements of the bike trail. The Commission feels that both elements are important segments of the Oak Leaf Trail that is being developed by Milwaukee County in the City of Oak creek.
Fiscal Impact: City cost for the two bike trail segments will be $66,500. Currently, the City has approximately $210,277 in bikeway escrow funds and $50,000 in approved stewardship grant funds.
