Recommendation: That the Council consider Resolution No. 10418-101904, approving a certified survey map for the properties at 9179 and 9211 S. Nicholson Road.
Background: Raymund & Debra Alfaro are requesting approval of a certified survey map that would divide the two properties at 9211 and 9179 S. Nicholson Road into 3 lots and 1 outlot. In order to meet lot width requirements for Lot 2 the applicants are acquiring a portion of 9179 S. Nicholson Road. The owners of that parcel have signed the required Owner’s Certificate on the CSM document. The proposed outlot has an officially mapped future City street running along the western edge of the property.
Since there is an existing accessory structure on Outlot 1 it must be removed or relocated, as accessory structures are not permitted on a lot unless there is a principal structure. Although the City’s wetland inventory does not illustrate any wetlands on this parcel, the Environmental Engineer has indicated that there is reason to believe (based on topographic data) that there may be some wetland on the proposed outlot. An identification and delineation should be made if this outlot were ever to be further redivided, or if a certified survey map is filed to remove the outlot designation.
The Plan Commission has reviewed this request, and recommended its approval
Fiscal Impact: Data has suggested that any homes constructed on the redivided parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs. There is an outstanding watermain assessment of $7,492.61on this property.
