Recommendation: That the Council consider Resolution No. 10420-101904, authorizing the submission of a multi-jurisdictional grant application to the Wisconsin Department of Administration for amending its comprehensive plan in coordination with the City of Franklin.
Background: On August 4, 2004 the Oak Creek Community Development Authority voted to accept the proposal for smart growth application services in cooperation with the City of Franklin from Vierbicher Associates. The City’s portion of the cost would be used to integrate the recommendations of the 27th Street corridor and subarea plans into the previously adopted comprehensive plan.
The consultant has since prepared the grant application (attached). A resolution is required from each of the municipalities in order to submit this for consideration by the State.
Fiscal Impact: The anticipated cost to update the City’s portion of the plan would be from $15,000 to $20,000. Under the terms of the grant (if approved) the City would be responsible for 40% of the cost. Funding for this purpose has been proposed for inclusion as part of the 2005 budget for the Department of Community Development.
