Recommendation:  That the Council consider Resolution No. 10419-101904, approving a certified survey map for the property at 655 E. Bonita Drive.

 

Background:  Roger and Debra Bruening are requesting approval of a certified survey map that would subdivide the property at 655 E. Bonita Drive into parcels of 2.79, 3.16, 2.16 and an outlot of 3.10 acres.

 

Each of these parcels easily exceeds the minimum acreage requirement.  However only Parcel 3 has the required lot width. This is a unique situation whereupon 3 of the 4 proposed lots would take access exclusively from a temporary cul de sac or dead end.  Parcel 2, which contains an existing home, was developed using the existing temporary cul de sac in Bonita Drive.  The certified survey map has been revised to reflect the easement for that temporary cul de sac, as well as watermain and sanitary sewer within the boundaries of the map.  The remaining Parcels 1 and 3 would presumably be made available for the development of a single family residence. Any development of these remaining parcels would need to be in accordance with Chapter 14.120(h) of the Municipal Code.  A development agreement may be necessary to regulate the installation of improvements necessary to meet the provisions of this chapter.  Outlot “A” (which should be relabeled Outlot 1) is proposed to be further redivided amongst several of the adjacent properties.

 

The number and location of easements, wetlands, floodplain and officially mapped streets affecting this property significantly impacts the placement of any structures on these parcels.  Accordingly, grading and drainage plans for these parcels are being reviewed by the City Engineer, and will be approved prior to recording.

 

The Plan Commission has reviewed this request, and recommended its approval

 

Fiscal Impact:  Data has suggested that any homes constructed on the redivided parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
