Recommendation:

That the Common Council authorize execution of a continuation of the agreement with RMT, Inc. to provide technical and management assistance related to the development of WE Energies Elm Road Generating Station.

 

Background:

At a Special Common Council meeting held on June 3, 2002, the Council approved an agreement with RMT Consulting Engineers to provide assistance to the City relating to WE Energies proposal to develop the Elm Road Generating Station.  Their assistance was critical throughout the development agreement and Conditional Use Permit process.  This extension of the agreement will ensure that the City has technical and management assistance to protect the City’s interests..  This is particularly important now that the staff person most knowledgeable about the WE Energies issue, the City Administrator, is no longer in the City’s employ.  The recent PSC approval of the WE Energies proposal does not, however, mean that the City’s interests no longer are in need of being protected.

 

The City will work with RMT representatives using more of a team approach, with the Mayor, City Attorney, City Clerk and City Engineer being key to monitoring the need for utilizing RMT services.  The proposal terms in this agreement extension are the same as those under which RMT has been engaged since June, 2002.  A copy of the proposal is included with this Council report, and a copy of the complete agreement is available in the City Clerk’s office.

 

Fiscal Impact

 

Estimated fee for this service is $65,000.  Funding will be accounted for in CIP Project 04002, with funding to be transferred from the future WE Energies Mitigation payments.
