Recommendation:

Discussion item:  Status of Charter Ordinances #8 & #9, relating to the positions of City Clerk and City Treasurer.

 

Background:

Attached is a copy of a Common Council report from the meeting of 03/04/03, at which time Charter Ordinances #8 & #9 were placed on hold until August, 2003.

 

Subsequent to the 03/04/03 meeting, a referendum to make the City Treasurer’s position appointed for a one-year period was defeated, and Barbara Guckenberger was elected to the position for a one-year term. 

 

If the Council chooses to continue to research the issue of combining the offices of Clerk and Treasurer into one elected position, the appropriate action would be to schedule a Committee of the Whole meeting to hold a public discussion of the issue, prior to the 2004 budget deliberations.   If the Council chooses to leave the positions of Clerk and Treasurer as separate elected positions, the recommended action would be to file Charter Ordinances #8 & #9.
