Recommendation:  That the Council adopt Ordinance No. 2255, which would amend the official map for the Northwest ¼ of Section 19.

 

Background:  Barbara Cavolaski, owner of the property at 2008 W. Grays Lane, is requesting that the official map for the Northwest ¼ of Section 19 be amended to remove a cul de sac from her vacant property at the end of Grays Lane

 

This request was held over from the July 1, 2003 Council meeting.  Since that time, staff has met to discuss the alternatives that may be available to the property owner in this situation.  Of the options discussed, the most equitable appeared to be to create a pavement surface capable of accommodating vehicle turning movements.  This additional pavement could be designed as part of the driveway approach for any home built on the property, but it would designed to meet the weight and turning requirements of Municipal vehicles.  The Fire Department is currently researching the proposal to see if it would meet their needs.

 

The proposal drafted by the Engineering Department is estimated to cost $5000.  This compares with an estimated $50,000 for a full cul de sac.  Since this turnaround could also be used as the driveway approach to the property, the total cost to the property owner would be minimal.

 

Staff recognizes that this is not the ideal situation.  However it appears unlikely that a permanent cul de sac would be financially feasible if it was the responsibility of this individual property owner.  Thus the City would likely be faced with the likelihood that the existing situation would continue for the foreseeable future.

 

If the Council concurs, the official map would be amended to remove the cul de sac in favor of a turnaround as illustrated in the attached graphic.

 

Fiscal Impact:  The removal of this street segment from the official map does not have any direct fiscal impact on the City.  However the method used to finance its construction, or the construction of a viable alternative, may have a future impact on the City.
