Recommendation:  That the Council approve Ordinance 2269 approving a two year agreement with the International Association of Firefighters Local 1848.

Background:  In August and September 2003 the Personnel Committee and the Management Bargaining Team negotiated with Local 1848, covering Firefighters, Commanders and Fire Lieutenants.  After two negotiating sessions, an agreement was reached, which was ratified by the union on August 26^th.  The contract will cover the time period January 1, 2004 through December 31, 2005.

The changes include a wage settlement for 2% effective 1/1/04, 2% on 7/1/04, 2% on 1/1/05 and 2% on 7/1/05, a 5% employee contribution toward health insurance beginning 1/1/04 and an increase in employee copayments toward prescriptions starting 1/1/05.

The Personnel Committee recommends approval of the agreement.

Fiscal Impact:  Future budgets will include funds to cover the increases in wages and reflect employee contributions toward health insurance.
