Recommendation:  That the Common Council consider a motion to award the ground water sampling and analysis at the Street Division garage project to the lowest, responsive, responsible proposer, Sigma Environmental, in the amount of $7,360.00 (Project No. 96018) (2nd Ald. Dist.)

 

Background:  In 1992, four underground storage tanks (UST) and 1,100 cubic yards of petroleum hydrocarbon contaminated soil were removed from this site.  The ensuing site investigation included the installation of nine groundwater monitoring wells and one piezometer.  The groundwater monitoring events that followed identified wide spread groundwater contamination throughout the well network and “free product” in monitoring well MW-4 located southeast of the former UST area.  The last round of groundwater sampling occurred in September 1998. 

 

In order to determine if additional site investigation is required and to move the site to public bidding process, the Department of Natural Resources requests the following information:

a) results of one round of groundwater monitoring from site wells, include ground water table maps and indicate flow direction, b) current status of free phase product, c) develop an accurate map that depicts the degree and extent of residual soil contamination, d) propose a remedial alternative for the site. 

 

The DNR will then take this information and determine the amount of clean up that is required.  The DNR and Department of Commerce (DOC) will work together and bid the project out in a public bidding process.  The DOC then takes the project over and awards the contract to the lowest bidder who cleans up the soil contamination.  The City will be reimbursed for the expense of the clean up from the Petroleum Environmental Cleanup Fund Act.

 

The Engineering Division requested proposals for the above work for the project.  The following two proposals were received:
