Recommendation: That the Common Council consider a motion to award the Abenschein Park parking lot project to the lowest, responsive, responsible bidder, Stark Asphalt, in the estimated amount of $34,931.90 (Project No. 00026) (3rd Aldermanic District).
Background: The project includes construction of a new 61-car asphalt parking lot and restriping the parking stalls of an existing 27-car lot. The parking lot is needed due to the parking overflow onto grassed areas during baseball games. The parking lot is part of an approved comprehensive phased park development plan by the City Department of Parks, Recreation and Forestry.
The Engineering Division prepared the plans and specifications for the project and the work was advertised. The following three bids were received:

Not included in this project is the grass restoration. City Parks, Recreation and Forestry personnel will perform the grass restoration work in the spring of 2004.
Fiscal Impact: During the 2003 budget process, the Common Council allocated funds from the community park impact fees to finance this project.
