Recommendation:  That the Common Council adopt Ordinance No. 2267, regarding massage therapists and bodyworkers.

Background:  At the Common Council meeting of 8/4/03, an ordinance was adopted to allow massage therapy and bodywork as a permitted use in the B-3 zoning district.  At that meeting, our office was instructed to adopt an ordinance to require certified massage therapists and bodyworkers to display their licenses as issued by the State of Wisconsin.  Ordinance No. 2267 requires massage therapists and bodyworkers to display their licenses, make their offices available for inspection by the City, and require those conducting off-site massage therapy to carry their state certification with them.

At the 8/4/03 Council meeting, a decision was made to not license those therapists that are not certified by the State of Wisconsin.
