Recommendation: That the Common Council authorize the Mayor to enter into an agreement with Envirocon, Inc. for the removal of approximately 16,000 CY of clay soils from the Street Division garage site at no cost to the City.  

 

Background: The City entered into an agreement with the U S Army Reserve in 2001 to remove clay soil from the site to make the site more flexible and allow for a future expansion of the garage in a westerly direction.  The reserve unit worked sporadically during the summer of 2001 and was extended into the summer of 2002.  They moved approximately one half of the planned material.  With the activation of the reserves in 2003, no extension is possible.

 

Envirocon would be moving the soils to the Boerke cleanup site.  The haul route would be Puetz Road to Howell Avenue to Hwy. 100 to Hwy. 32 to Ryan Road to 5th Avenue.  Under the Army agreement, the City paid for gasoline.  Under this agreement, Envirocon pays all costs.

 

The avoided costs to the City would be $150,000 to $200,000 for the entire effort.

 

Fiscal Impact:  There would be no costs to the City other than infrequent surveying checks.
