City of Oak Creek

Common Council Report

Meeting Date08/19/03

Item No. 19:

Recommendation:  That the Common Council approve the Police Department’s purchase of replacement body armor for twenty-three (23) officers at a cost of $515 each or a total of $11,845.

Background:  As per the Oak Creek Professional Policeman’s Labor Agreement, Article 25(b), and the Police Supervisors Labor Agreement, Article 26(b), “The City shall provide replacement body armor when the warranty expires...” The armor being worn by twenty-three (23) officers will expire in September of this year; and, therefore, will need to be replaced.

The Department has applied for a grant through the Department of Justice Vests Grant program. That request has been approved, which will provide reimbursement in the amount of $4,622.25 toward the purchase of the body armor.

The body armor will be purchased from American Body Armor located in Little Chute, Wis. This is the vendor sponsored under the Department of Justice Vests Grant program. The Department also obtained two other bids which were significantly higher priced than that from American Body Armor.

Fiscal Impact:  The fiscal impact for the purchase of the 23 vests will be $11,845. A total of $4,622.25 from the Vests Grant Program will be reimbursed to the project account, which brings the total fiscal impact amount to $7,222.75. Monies were allocated in the 2003 Capital Equipment Program budget in the amount of $11,400 for this purchase.
