Recommendation: That the Council consider establishing a pilot program, recommended by the CIP committee, for the mechanization of garbage collection. If approved, $31,000 needs to be transferred in the Solid Waste Fund from the partial funding of a garbage truck to the purchase of containers.
Background: The CIP Committee met to consider the mechanization of garbage collection for the City of Oak Creek. After observing the mechanized operation, reviewing and discussing necessary ordinance revisions, considering needed equipment, and evaluating alternatives, the CIP Committee recommends that a pilot program be established.
The goals of the program are:
1) Verify the assumptions of container size, container number, user restrictions (such as placement), etc.
2) Establish citizen acceptance levels.
3) Quantify productivity gains/losses.
4) Test the reliability of the equipment under all weather conditions.
5) Given the test information, formulate the most effective program with which to seek Council approval.
The pilot program is proposed to run six months, beginning in the fall. The Committee considered several options before selecting the Tuesday East route (see attached map) as the most appropriate for the pilot program.
The needs of this program will be approximately 620 containers. The cost of the containers will be approximately $31,000.
Fiscal Impact: If approved, it is recommended that $31,000 be transferred from the partial funding for a garbage truck in the solid waste fund.
