Recommendation:  That the Common Council establish Sunday, October 26, 2003 from 4:00 p.m. to 7:00 p.m. as official “Trick or Treat” hours for the City of Oak Creek.

 

Background:  Each year, the Common Council establishes official “Trick or Treat” hours.  Traditionally, trick or treat has been held the Sunday before Halloween.  Since 2000, this event has been held from 4:00 p.m. to 7:00 p.m. to allow young children to trick or treat during daylight hours, yet allow older children to enjoy nighttime trick or treat.  This time period has worked quite well, with little or no complaint.

 

This year, the Celebrations Commission discussed potential dates and times.  Halloween falls on a Friday, but since most parents work during the day and would not be home in time for the event, it was felt that October 31 would not be appropriate.  November 1st is after the fact, and the Commission ultimately recommended Sunday, October 26. 

 

The City Clerk’s Office also called surrounding communities to determine their date/time for trick or treat, and the results were as follows:

South Milwaukee         10/26 – no time had been established

Franklin                       Not yet established

Greenfield                    10/26 from 1-4 p.m.

Caledonia                    10/26 from 3-5 p.m.

Cudahy                        10/26 from 2-4 p.m.

 

At the 4th of July festivities, the Commission also conducted an informal survey of residents for the most favored time frame:  1-3 p.m.; 2-4 p.m.; or 4-7 p.m.  The overwhelming response was 4-7 p.m.
