RECOMMENDATION:  That the Common Council authorize the Mayor to sign an amended State/Municipal agreement with the State Department of Transportation to add the following improvement in their STH 100 construction project (street lighting from Shepard Avenue to STH 32) (3rd, 4th and 5th Aldermanic Districts).

 

BACKGROUND: In October of 2001, the Council entered into an agreement with the State to install street lighting in STH 100 from S. Howell Avenue to S. Shepard Avenue and at the intersections east to STH 32.

 

Since that time, a number of development issues have become clearer.  WE Energies is proposing to begin construction on new generating facilities within a year.  The development of Lakeview Village appears inevitable.  Bender Park still remains elusive, but may be driven by the other activity.  These developments will add significant levels of traffic to STH 100.  The City has until July 17 to modify its agreement with the State to add street lighting to the entire length of the project.  The additional cost to the City will be approximately $110,000.  Design will be paid for by the State as well as 50% of the construction cost.

 

The lighting will make the road safer for drivers of vehicles as well as police and fire responding to the vicinity of the roadway.  The Police Department and the Fire Department support lighting along the entire length. 

 

If the City waited until after this reconstruction project to install lights, the cost would be in the $350,000 to $450,000 range.  

 

FISCAL IMPACT:  None at this time.  The State designers indicated the project might get funded for 2005 construction.  Therefore, funding would have to be allocated in 2005.
