Recommendation: That the Council allocate the City’s 2004 CDBG funds to the projects that are found to be eligible from those that have been and will be proposed.
Background: The Council has to review proposed projects that would utilize the City’s 2004 funds, which are currently estimated to be $67,800. Prior to tonight’s meeting and utilizing a uniform application format, the following projects were proposed:

My comments on the above listed public service projects are as follows:
The Center has no available from funds from previous years. They are requesting $960.00 for various equipment. Their request seems reasonable.
The Senior Citizen Services Program is the Senior Citizens Club that is run by the Parks, Recreation and Forestry Department at The Center. They have no available funds from previous years. They are requesting $3800.00 for hot meals, seminars, classes and various other activities.
The Salvation Army project uses all of their allocation. They are requesting $6000.00 for the food pantry and temporary housing and day camp for low income families. They have no available funds available from previous years.
The South Milwaukee/Oak Creek Interfaith Older Adult Programs, Inc. uses all of its allocation and is requesting $7000.00 for staff salaries, travel and training. They have no available funds from previous years.
There is an additional $50,040 in unspent funds that is allocated toward a project. At the time of this writing the City does not have a project in place for these funds. Staff is working with the Milwaukee County CDBG office to determine the eligibility regarding a community development project for a promotional interactive DVD for the City of Oak Creek to promote itself to potential businesses. Preliminary estimates for such a project range between $30,000-$40,000.
Another possible use of these funds would be to offer relocation assistance to organizations looking to add jobs in Oak Creek. Staff is confirming the eligibility of the use of these funds with Milwaukee County.
Another option would be to allocate portions of these funds to existing program participants.
The AC spur track clean up project is sufficiently funded and requires no additional funding at this time.
Again our goal will be for us to achieve a ratio of 1.5 between our annual allocation and our unexpended funds or risk losing funds. To date we have lost no funding.
Fiscal Impact: The use of CDBG funds certainly reduces the amount of funding the City has to provide through the annual budget to provide these same levels of service.
