Recommendation:  That the Council not adopt Ordinance No. 2255, which would amend the official map for the Northwest ¼ of Section 19.

 

Background:  Barbara Cavolaski, owner of the property at 2008 W. Grays Lane, is requesting that the official map for the Northwest ¼ of Section 19 be amended to remove a cul de sac from her vacant property at the end of Grays Lane.  No alternative street pattern was proposed by the applicant.

 

The applicant is concerned that the presence of the officially mapped cul de sac on her property is severely devaluing that property because of the cost to construct the improvements per the official map.

 

The current official map for this property came about as a result of recommendations made by an appointed citizen’s ad hoc committee with respect to future land use, including street patterns. 

 

There are economic implications associated with having the cul de sac at the end of Grays Lane.  However it would not be prudent to remove that cul de sac without having a plan in place to provide the requisite level of access for municipal and emergency vehicles.  If the problem is with the design of the cul de sac, the applicant may wish to work with the City to look at design alternatives which lessen the burden on this property owner.  If the problem is an economic one, then it may be appropriate for the neighborhood and City to look at alternate funding methods that more equitably distribute the costs.  Until that happens, it would not be in the best interest of the City to remove this cul de sac from the official map.

 

The Plan Commission has reviewed this request and has recommended that the official map not be amended as requested.

 

Fiscal Impact:  The removal of this street segment from the official map does not have any direct fiscal impact on the City.  However the method used to finance its construction, or the construction of a viable alternative, may have a future impact on the City.
