City of Oak Creek

Common Council Report

Meeting Date: July 1, 2003

Item No.:         17

Recommendation:  That the Common Council consider a motion to award the Meadowview Park and Riverton Meadows Park open-air shelters contract to the selected lowest, responsive, responsible bidder, Bluemel’s Maintenance Service, Inc., in the amount of $29,800.00 (Project No. 03009 & 03025) (3rd & 5th Aldermanic Districts).

Background:  The project entails construction of two open-air shelters, one each at Meadowview Park and at Riverton Meadows Park.  The shelters are 20’x28’ constructed over a 30’x38’ concrete slab.  This contract covers construction of the shelter.  City Street Division personnel will excavate for and construct the concrete slab.  Parks, Recreation & Forestry Division personnel will complete the site restoration.

The open-air shelters are proposed for installation based on the adopted 1996 Park Impact Fee Report that lists specific facilities recommended for development in neighborhood parks.  This type of shelter has previously been installed at both Johnstone Park and Oak Leaf Park.

The Engineering Division prepared the plans and specifications for the project and the work was advertised.  The following five bids were received:

Contractor

Bid

Bluemel’s Maintenance Service

$29,800.00

Engineered Buildings

$29,800.00

Ray Stadler Construction

$37,995.00

Stier Construction

$55,224.00

SL of Waukesha

$61,608.00

With the two lowest bids being the same amount, the Parks, Recreation & Forestry Division recommends awarding the contract to Bluemel’s Maintenance Service because their bid was based on the Cedar Forest Products model that the City has already installed at other locations and is satisfied with.

Fiscal Impact:  Funds for this project have been received through park impact fees.
