Recommendation:  That the Council adopt Ordinance No. 2250, rezoning the properties at 4420, 4500, 4650, 4750 and 4800 E. Elm Road, 4285, 4299, 4431, 4451R, 4503, 4513, 4541, and 4541R E. Oakwood Road from Rs-4, Single-family Residential, A-1, Agricultural and P-1, Park to M-1, Manufacturing.

Background:  We Energies is requesting a rezoning of the properties at 4420, 4500, 4650, 4750 and 4800 E. Elm Road, 4285, 4299, 4431, 4451R, 4503, 4513, 4541, and 4541R E. Oakwood Road from Rs-4, Single-family Residential, A-1, Agricultural and P-1, Park to M-1, Manufacturing in support of their request to add generating capacity to the existing facility.  The attached memorandum provides the documentation for this request.

The Plan Commission has reviewed this rezoning request and has recommended its approval.

Fiscal Impact:  The rezoning of these parcels is one step in the process towards the construction of additional power generation, transmission and distribution facilities on the lands currently held by the Wisconsin Energy Corporation.  The City’s tentative agreement with We Energies would provide for community mitigation payments for the additional generator units.
