Recommendation:  That the Council accept the bid of Community Newspapers to serve as the official City newspaper for the next 12 months.

Background:  One of the state requirements we have as a third class city is an annual bid process for an official City newspaper.  An official notice was published twice inviting bids to be publicly opened on May 6, 2003.  The only bid received was from Community Newspapers.  The current rate for publication of legal notices/council proceedings is $0.67 per line, and $5.65 per column inch for display ads, sample ballots and other matter set in a display format.  A rate for second insertions was included at a rate of $5.50 per column inch.  These rates are the same as those bid in 2001& 2002.

Fiscal Impact:   Funds to cover the cost of official notices for 2003 have been budgeted in the General Government-Legal Notices Account.
