Recommendation:  That the Council authorize the Director of Community Development to negotiate an agreement with Ruekert & Mielke for the provision of supplemental plan review services.

 

Background:  As part of the adopted 2003 budget, the Common Council authorized $15,000 for consultant services for the Department of Community Development.  The intent behind this budget item was to engage a professional planning firm to perform supplemental plan review services to help offset the loss of professional staff resulting from the decision to postpone the hiring of a replacement for the Assistant Director of Planning position.

 

The idea behind this request is to use a consultant to supplement the review capabilities of the Department of Community Development on larger projects.  The costs associated with this additional review would be the responsibility of the project applicant.  Minor items, such as most certified survey maps and smaller plan reviews, would remain the sole responsibility of the Department.

 

Of the seven RFP’s that were sent out, a total of fourwere received.  (Ruekert & Mielke, Vandewalle & Associates, URS Corporation and Planning and Design Institute).  Of the four, Ruekert & Mielke demonstrated a thorough understanding of the proposal as well as the City’s goal of keeping review costs as minimal as possible to the project applicants.  Their staff has extensive local experience, and the rates charged for their services are competitive.

 

A copy of the request for proposals that was sent out, as well as the responses that were received, is available for review in the Department of Community Development should you have additional questions.

 

If approved, this would allow the Director of Community Development to enter into negotiations with Ruekert & Mielke to provide this service.  The agreement, and any revisions to the fee ordinance would be presented to the Council at a later date for their approval.

 

Fiscal Impact:  There may be some costs (not to exceed $12,000 a year) that may not be directly attributable to an individual projects that may need to be covered by the City.  In most cases there would be no cost to the City since the supplemental review costs will be the sole responsibility of the project applicant.
