Recommendation: That the Common Council consider a motion to award the 2003 Street Rehabilitation unit price contract to the lowest responsive, responsible bidder, Payne & Dolan, Inc. (Project Nos. 03011 through 03019).
Background: The Common Council adopted Resolution No. 10220-031803, approving the project on March 18, 2003. The Engineering Division prepared the plans and specifications for the project and the work was advertised. The following two bids were received:

This is a unit price contract. Thus, the bids were evaluated based on estimated quantities.
The base bid includes all work for the completion of the projects. The alternative bid pricing includes the replacement of the driveway approaches on Stonefield Drive and Stonefield Court. With the slight road grade (0.6%) on Stonefield, the best way to reconstruct the road is to remove and replace the driveway approaches so that the curb and gutter can be constructed more efficiently and to a better finished product. Attempting to construct to the 0.6% grade while matching the existing driveway approaches increases the chances that some flat or slightly back-pitched sections of curb and gutter could result. Due to the relatively good condition of the existing driveway approaches, it was thought that to replace the approaches and assess the costs of that work to the property owners would meet a lot of resistance. To proceed with the work including the alternate bid would be to pay approximately $517 per approach (23 approaches), which in the opinion of the Engineering Division is a good price for that work, but not to assess this cost to the property owners.
