Recommendation:  That the Common Council approve the purchase of one Dictaphone 32-Channel Freedom Vision Digital Video Recorder for the new police department/court facility in the amount of $15,397.

 

Background:  The new police/court facility has a total of nineteen (19) security cameras mounted throughout the building. The Dictaphone Freedom Vision has the ability to record video images from all 19 surveillance cameras at a maximum rate of 240 frames per second, and store the data for up to two weeks with its 960 GB of hard drive capacity. Recording video digitally eliminates the need for VHS tapes and provides superior image quality that won’t be compromised over time or with repeated access. Selected video recordings can be written to DVD or CD disks if needed for evidentiary purposes. The programming features are also far superior to other products. We have included a comparison sheet showing the competitors’ features.

 

The price of the Dictaphone recorder was obtained from the U.S. GSA contract and, therefore, has already been competitively bid. A one-year extended warranty is also included with the GSA contract purchase.

 

Fiscal Impact:  The total fiscal impact is $15,397, which includes installation. These monies were included in the FFE—Audio/Visual Equipment portion of the police construction project #01006.
