Recommendation

That the Common Council adopt Ordinance No. 2245, An Ordinance to Repeal and Recreate Section 2.63 (a) of the Municipal Code Relating to the Composition of the Plan Commission

 

Background

In April, 2000, after discussing the matter with the Oak Creek-Franklin Joint School District Board of Education (School Board), the Common Council modified the composition of the Plan Commission to include a school district representative as a voting member of the Plan Commission, increasing the number of voting members to ten (10).   One of the elected School Board members was appointed each year.   Since the person who had been appointed for the past three years is no longer serving on the Board, it seemed an appropriate time to consider a change.

It is currently thought that having input from the School District is valuable, but that having voting capability could often present a dilemma when the interests of the District and the City might not be the same, particularly in the areas of land use and development.  In addition, according to the Code, the School District representative must be a resident of the City of Oak Creek, while elected Board members may reside in the City of Franklin.  This effectively limits the pool of potential appointees.

The arrangement now being proposed would list a member of the Board of Education as an ex-officio member, serving in an advisory capacity but not having a vote on issues.  The number of voting members would be reduced to nine (9), which could also eliminate some tie votes.

 

Fiscal Impact

There would be a slight decrease in General Government---Part-Time Salaries Acct. 105, since there would be only five (5) paid citizens instead of six (6).
