Recommendation: That the Council adopt Resolution No. 10228-041503 approving a certified survey map for the property at 1000 East Oakwood Road.
Background: Fred Wobick is requesting approval of a certified survey map that would subdivide parcels of 27,787 square feet and 17,828 square feet from the remaining 7.57 acre property at 1000 E. Oakwood Road. This property is affected by an officially mapped street providing internal access from Shepard Avenue. Mr. Wobick had previously applied to remove this street from the official map. That request was withdrawn.
Essentially, Planning staff remains concerned about the precedent of allowing direct driveway access to collector streets where other opportunities exist. However, we also maintain a sense of realism regarding the probability that this officially mapped street will ever be developed. In light of the Plan Commission’s stance on retaining this officially mapped street, it appears that the proposed division of land would be appropriate. The Plan Commission has recommended approval of this certified survey map.
Fiscal Impact: Recent data has suggested that any homes constructed on the newly created parcel would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs.
