Informational: Presentation by the US EPA on the status of the Boerke Landfill Superfund site on Ryan Road.
Background: Since the early 1990’s the City has been working with the EPA to resolve the clean up of the Bourke Superfund site just north of Bender Park. Over the years the property ownership has changed and now the parcels are owned by El Paso and Dupont. The City was able to get the new owners to agree to remove the contaminated materials and to consider the redevelopment of their properties. The EPA has worked to insure that the environmental concerns are addressed by requiring detailed testing and soil borings. The owners have retained environmental consultants to develop plans and specifications for the work to be done this summer.
Brad Bradley is the Case Manager from the EPA who is responsible for getting the project completed. He will discuss the schedule of design work to be done in April and May. He will further describe the type of construction activity that will occur this summer and fall while the site is remediated. The attached map shows the areas where the contaminated soil will be removed. The cleanup activity will disturb a larger area. The routing for the movement of contaminated soil off site and disposal location has not been determined yet. EPA will be scheduling further meeting(s) on the project later this spring.
Fiscal Impact: The cost to the owners will be in excess of $5 million dollars. The City Attorney has determined that the City does not have any enforcement authority on the project so the cost to the City for the project should be minimal.
