Recommendation:  That the Common Council adopt Ordinance No. 2283 to repeal and adopt Table 14.103 located in Section 14.103 of the Municipal Code

 

Background:  While reviewing the Design Manual, the CIP Committee recommended making several changes to the “Rural B” design cross section.  The three areas of contemplated change are:

 

1.                   Since the ditch sections have been removed, it would be desirable and consistent with other residential development to require street trees.

 

2.                   After reviewing existing similar subdivisions, it was felt that the yard light approach to lighting streets was insufficient.  It is recommended that the City’s standard streetlight be placed at all intersections and the end of all cul-de-sacs.  The infill of streetlights would be located every 200-400 feet.  This would equate to approximately one-half of that required in the urban section where the lights illuminate sidewalks as well as streets.

 

3.                   The storm sewer system in a “Rural B” section is required to provide an outlet for catch basins in the street.  In addition, a sump pump discharge must be provided for every house that does not have a storm connection available to it.  The committee has noted problems from the plumbing inspector in explaining this complicated situation especially when it impacts two adjacent houses that should have the plumbing installed differently with one having more options than the other.  It is recommended that the storm sewer installation be amended to provide every lot with a storm sewer connection.

 

These changes, if adopted, will result in the “Rural B” section (RS 1 and 2) differing from the urban section (RS 3 and 4) by allowing less intense lighting and no sidewalks.  The first step in this change process is to adopt a change in the underlying ordinance.  Since there are no outstanding developments that have an approved preliminary plat and development agreement in RS 2or RS 1 zoning, there is no need to create a grandfather clause with this change.

 

Fiscal Impact:  None at this time.  The developer will pay the initial capital costs, the City will be responsible for maintenance and long term replacement.
