Recommendation:  That the Common Council approve Resolution #10315-120203, A Resolution Approving the Milwaukee/Waukesha County Consortium for Emergency Public Health Preparedness Intergovernmental Mutual Aid Agreement.

Background:  The Oak Creek Health Department has been an active participant in the formation of the Milwaukee/Waukesha County Consortium for Emergency Public Health since its inception.  The Common Council approved the Memorandum of Understanding for the Health Department’s continued participation in the Consortium at its August 4^th meeting.  The Mutual Aid Agreement is the next step in the approval process.

The Mutual Aid Agreement was formulated with much input from attorneys from member agencies.  The Consortium has a grant objective for 2003 requiring all member agencies to sign the Mutual Aid Agreement (attached). Grant objectives for 2004 require the consortium (and all member agencies) to approve agreements with surrounding consortia.

Fiscal Impact:  The cost of staffing when responding to another community.
