Recommendation:  That the Common Council approve the hiring of two additional police officers as per the 2004 approved budget.

 

Background: The Common Council had approved and budgeted the Department request for two additional officers in 2004.  This request was approved with the knowledge that the cost for the two additional officers could be partly funded by the 2003 COPS hiring grant.  Each of the two positions will be offset by $25,000 each for the next three years.  All of the original justification is clearly described in the Police Department 2003 personnel request.  A copy of this document is attached.  The original grant application and justification is available upon request.

 

Fiscal Impact:

 

The impact identified and budgeted in the 2004 budget is $127,480.    This total reflects the wages and benefits within the Police budget.  $50,000 of the federal share would be considered a revenue.  

 

Other associated line items with the recruitment/testing and equipment needed for these two officers would be approximately $16,470.  These expenses were fully summarized in the 2003 personnel request and had been included in the $127,480 listed above.
