Recommendation: That the Council adopt Resolution No. 10312-111803, approving a certified survey map for the properties at 1848 and 1850 W. Drexel Avenue, subject to conditions listed in Plan Commission approval.
Background: David and Robert Smulski are requesting approval of a certified survey map that would subdivide the two properties at 1848 and 1850 W. Drexel Avenue into three new parcels of 35,495 square feet, and a fourth parcel containing the existing home of 2.1 acres.
The properties are zoned Rs-3, Single Family Residential. Parcels within this zoning district must be a minimum of 12,000 square feet with a minimum lot width of 80 feet. Each of these properties exceeds those minimum requirements.
There is a barn and several outbuildings existing on the property. The certified survey map should reflect whether these outbuildings are to remain or be razed. In the case of the barn, the future lot line runs through it. It would be preferable if the lot lines could be reconfigured in order to save the barn. However, if that is not desired by the property owner, than the CSM should indicate that this structure is to be razed.
A portion of Parcel 1 falls within the proposed tributary floodplain. This should be indicated on the CSM. The existing home on Parcel 4 is set back 44.7 feet from Drexel Avenue. Given the probability that Drexel Avenue will see an increase in traffic, and the fact that these lots are in excess of 350 feet deep, it would be the recommendation of Planning Commission that the minimum setback for these lots be established at 44.7 feet.
There is an existing utility easement on the north property line of 1848 W. Drexel. This needs to be illustrated on the CSM. This easement likely could be vacated since it is no longer located along a rear property line.
The Plan Commission has reviewed this request and has recommended its approval.
Fiscal Impact: Recent data has suggested that any homes constructed on the newly created parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs. Each of the newly created parcels would be subject to the payment of impact fees.
