Recommendation:  That the Common Council concur with the recommendation of the Personnel Committee and authorize implementation of a five-year policy for wage equalization for new non-sworn, non-union employees.

 

Background:  The Personnel Committee discussed the past practice of providing for a three year period wherein a new non-sworn non-union employee would receive adjustments to be made equal to other employees in the same or a comparable position.  In the past five years, three employees have been given adjustments over three year periods to reach the pay of a comparable position. Sworn non-union employees have historically had a one-year catch-up period. 

 

Given the current status of the economy, the Personnel Committee recommends that the length of time for equalization be extended from three years to five years.

 

Fiscal Impact:  Depending on the salary involved, the first three years of wages for a new employee receiving pay adjustments would be a slightly lower to make them equal with longer service employees.
