Recommendation: That the Council adopt Ordinance No. 2279, approving a rezoning of a portion of the property at 545 W. Ryan Road from M-1, Manufacturing to P-1, Park.
Background The Parkside Land Group, LLC is requesting approval of a proposal to rezone portions of the property at 545 W. Ryan Road from M-1, Manufacturing to P-1, Park in accordance with his agreement with Milwaukee County for the exchange and sale of portions of the adjacent property to the east. The proposal by the Parkside Land Group would be to exchange 11.05 acres of wooded land at the south end of their property for 10.84 acres the County owns adjacent to Ryan Road. The Parkside Land Group has already received a conditional rezoning of the County’s property as part of this transaction. The rezoning of this 11.05 acres was one of the contingencies in that earlier rezoning.
The Plan Commission has recommended approval of this rezoning request.
Fiscal Impact: Although this part of the property is currently zoned M-1, Manufacturing, it is impacted to a significant degree by wetlands. Thus, even though the property is being rezoned and transferred to a tax exempt organization (Milwaukee County) there is minimal fiscal impact. In fact, when considered as part of the entire transaction with the County there is a positive fiscal impact that will result from the development of the Ryan Road frontage.
