Recommendation: That the Council adopt Resolution No. 10300-110403, approving a certified survey map for portions of the properties at 441 and 545 W. Ryan Road.
Background: The Parkside Land Group, LLC (Mark Reinders) and Milwaukee County are requesting approval of a certified survey map that would subdivide the properties at 441 and 545 W. Ryan Road. The two properties, currently 39.75 and 31.3 acres, would be subdivided into parcels of 28.7, 11.05, 10.8 and 20.5 acres. Lot 2 had previously been (conditionally) rezoned to B-4, Highway Business. Lot 4 is currently in the process of being rezoned to P-1, Park, and would be transferred to the ownership of Milwaukee County as part of their deal with the Parkside Land Group. Lot 3 would remain zoned P-1. Likewise Lot 1 would retain its manufacturing zoning.
Lot 4 should be classified as an outlot, as it does not have the requisite public street frontage. The map indicates the presence of wetlands on Lot 1.
The Plan Commission has reviewed this request and has recommended its approval.
Fiscal Impact: Although this part of the property is currently zoned M-1, Manufacturing, it is impacted to a significant degree by wetlands. Thus, even though the property is being rezoned and transferred to a tax exempt organization (Milwaukee County) there is minimal fiscal impact. In fact, when considered as part of the entire transaction with the County there is a positive fiscal impact that will result from the development of the Ryan Road frontage.
