Recommendation:  That the Common Council adopt Ordinance No. 2280, amending Section 15.49 of the Municipal Code relating to electrical license qualifications and revocation; and adopt Ordinance No. 2281, relating to electrical license fees.

 

Background: In the late 1980s, the Common Council adopted the Wisconsin State Master Electrical Certificate as the only way to obtain an electrical contractor license. As a result, some electrical work in commercial and industrial operations has not been permitted or inspected. While maintenance workers at these plants may not meet the requirements to pass the exam for the master certificate, they are knowledgeable in basic electrical and have been performing the work.

 

Prior to the change in the 1980s, the City split the electrical license into two sections; one was the contractor license and the other was the maintenance license. I propose that the City reinstate the maintenance license due to the amount of interest shown over the past year by firms in the City and their employees. By licensing individuals who perform electrical work at commercial properties, the City will help the businesses meet their insurance obligation of having licensed individuals perform electrical work.

 

Fiscal Impact:  Additional incoming fees paid for electrical licenses and permits.
