Recommendation:
a. That the Common Council establish a salary range for the City Administrator position; and
b. That the Common Council authorize a candidate recruitment process to fill the City Administrator position.
Background:
The City Administrator is resigning effective 01/01/04. At a meeting on 10/27/03, the Common Council reviewed the Municipal Code reference to the position of City Administrator and made several recommendations for change. Those changes have been incorporated into Ordinance No. 2278, which appears on the agenda as a separate item.
If Ordinance No. 2278 is adopted, the process to recruit candidates for the position could begin. Since there is currently no salary range listed for the position, the establishment of a salary range to be presented in any recruitment advertisement is appropriate.
The current salary ranges in place for other management level positions are as follows:
$50,942 - $63,394
$55,469 - $67,922
$58,866 - $73,583
$63,394 - $80,374
$67,922 - $88,298
The City Administrator’s salary effective April, 2003, was $90,769.
Salary survey information received from the Wisconsin City Managers Association was distributed at the 10/27/03, and is again included with this report.
Fiscal Impact:
The 2004 budget includes sufficient funding for the year for the Administrator position for salary plus benefits, and includes funding for recruitment efforts.
