Recommendation:  That the Common Council approve Council Proclamation No. 03-31, To Norman Osgood For Dedicated Service To The City Of Oak Creek As A Member Of The Board Of Health.

Background:  Dr. Norman Osgood was appointed to the Board in December 1997 to fill an unexpired term.  He has notified the City that he is unable to remain a member of the board.  The proclamation is a thank you for his service.
