RESOLUTION APPROVING A REVIEW AND AUTHORIZATION PROCESS

ON HIRING AND PROMOTIONSFOR THE CITY OF OAK CREEK

FOR OCTOBER THROUGHDECEMBER 2003 AND FOR CALENDAR YEAR 2004

WHEREAS, the Mayor and Common Council of the City of Oak Creek recognize that due to a decrease in state revenue sharing, an increase in costs, and due to numerous other economic factors, the City of Oak Creek, as well as other municipalities, currently face the need to monitor expenditures closely; and

WHEREAS, the Mayor and Common Council of the City of Oak Creek recognize the need to maintain responsible spending at the municipal level; and

WHEREAS, the Mayor and Common Council recognize that personnel costs constitute a major portion of the municipal budget; and

WHEREAS, the Mayor and Common are further aware of the need to provide an adequate level of municipal service to all the citizens of Oak Creek.

NOW, THEREFORE, BE IT RESOLVED that the City of Oak Creek hereby approves a review and authorization process on hiring and promotions within the City of Oak Creek for October through December 2003 and for calendar year 2004.

BE IT FURTHER RESOLVED that, effective October 1, 2003, the position of any municipal employee who retires, quits or whose employment is terminated for any reason whatsoever, shall not be filled unless the Mayor and Common Council deem that said position is essential to the delivery of services to the citizens of Oak Creek.

BE IT FURTHER RESOLVED that this process shall not apply to the designation of an employee in an “acting” capacity as needed, or to placements approved prior to October 1, 2003, or to hiring of part-time summer seasonal and part-time recreation program employees which does not increase approved staff levels.

BE IT FURTHER RESOLVED that neither the City Administrator nor department heads within the City of Oak Creek shall fill a vacant position unless first receiving consent and approval from the Mayor and Common Council of the City of Oak Creek.

BE IT FURTHER RESOLVED that the City of Oak Creek Clerk be and she is hereby instructed to forward a copy of this resolution to the City Administrator and to every department head in the City of Oak Creek.

BE IT FURTHER RESOLVED that this resolution shall take effect immediately upon passage and adoption by the Common Council.
