ADVERTISEMENT FOR BIDS

OAK CREEK, WISCONSIN

 

 

OWNER:  The City of Oak Creek hereby gives notice that sealed bids will be received in the office of the City Clerk, 8640 South Howell Avenue, Oak Creek, Wisconsin 53154 for furnishing all labor, materials, tools, and equipment necessary for the additions and renovation to the existing Oak Creek Municipal Services Building located at 800 West Puetz Road. The work for which bids are asked includes, but not necessarily limited to, selective demolition, structural steel, steel joists, concrete masonry, brick masonry, precast concrete plank, wood trusses, metal wall panels, aluminum windows and storefronts, reinforced concrete, vehicle lifts, lubrication distribution systems, vehicle exhaust systems, plumbing, fire protection, mechanical, and electrical.

 

TIME:  Sealed bids will be received in the office of the City Clerk, 8640 South Howell Avenue, Oak Creek, Wisconsin 53154 until 2:00 PM, on Thursday, March 13, 2008.  All bids shall be addressed to the City of Oak Creek and shall be enclosed in a sealed envelope, marked with the name and address of the Bidder, Project Title, and the Contract Name for which the bid is being submitted.  All bidders shall bid in accordance with, and shall bid upon the bid forms included in the Contract Documents.  All bids shall be submitted in duplicate.  The bids will be read publicly aloud at 2:05 p.m., Thursday, March 13, 2008, in the Council Chambers at 8640 South Howell Avenue, Oak Creek, Wisconsin 53154.

Drawings, Project Manual, and other bidding documents may also be seen at Dodge Scan, Mission, KS; F.W. Dodge, Milwaukee; Bid Plus Network, Madison; Builder's Exchange, Milwaukee, Fond du Lac, Northern Illinois.

 

A refundable deposit of $190.00 for each set of Bidding Documents is required.  An additional non-refundable check in the amount of $20.00 for each set of bidding documents made payable to BPI Blueprints, Inc. will be required for mailing fees. Deposits will be returned to all plan holders that return bidding documents in good condition to BPI Blueprints, Inc. within two weeks after the date bids are due. After that date, deposits will be forfeited and additional documents printed.

 

TOURS:  Bidders may tour the proposed site for the purpose of reviewing the job site conditions and other pertinent information concerning the project by appointment.  Any and all questions will not be addressed during private site visits.  Any questions must be directed to the architect.    

 

BID SECURITY:  A certified check or satisfactory Bid Bond payable to the City of Oak Creek in the amount of 5% of the Bid shall accompany each bid as guarantee, that if the bid is accepted, the bidder will execute and file the Agreement, the Contract Performance Bond and Payment Bond, as required by the Contract Documents within ten (10) days after the Notice of Award of the Contract by the City of Oak Creek.  Failure on the part of the Bidder to do so will result in forfeiture of the Bidder's certified check or Bid Bond to the City of Oak Creek.

 

PREQUALIFICATION OF BIDDERS:  In accordance with Wisconsin Statute 66.0901, all bidders must submit prequalification to the City Clerk, no later than March 7th, 2008.  Said proof of responsibility shall not be valid if filed prior to January 1, 2008 or if not reflective of bidders current status.  See section 00455 of the project manual for the Contractors’ Qualifications form.

 

CONTRACT SECURITY:  The Bidder to whom a Contract is awarded shall be required to furnish both a Performance Bond and a Payment Bond acceptable to the City of Oak Creek for 100% of the Contract Price for each of the above Bonds, in accordance with the requirements of the Contract Documents.

 

PRE-BID SITE VISIT: Prospective bidders must attend a mandatory pre-bid walk-through at the existing Municipal Services Building, 800 West Puetz Road, Oak Creek, Wisconsin 53154 at 2:00 PM, February 28, 2008. Failure to visit the site or failure to examine any and all Contract Documents will in no way relieve the successful bidder from necessity of furnishing any materials or equipment, or performing any work, that may be required to complete the work in accordance with the Drawings and Project Manual.  Neglect of the above requirements will not be accepted as reason for delay in the work or additional compensation.

 

LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Section 62.15, 66.29, and 66.293 of the Wisconsin Statutes, as well as any other applicable sections thereof.

 

WAGE RATES: All employees working upon the project shall be paid by the Contractor in accordance with the rate of wage scale as determined by the Branch of Construction Wage Determinations, U.S. Department of Labor and the Department of Workforce Development pursuant to Section 66.293 of the Wisconsin Statutes. The rate of wage scale shall be incorporated into the Contract.

 

BID REJECTION:  The City of Oak Creek reserves the right to reject any and all bids, waive any informalities in bidding, or to accept the bid or bids, which best serve the interests of the City of Oak Creek.

 

BID WITHDRAWAL:  No bid shall be withdrawn for a period of 60 days after the schedule opening of the bids without the consent of the City of Oak Creek.

 

This advertisement for bids is issued by authority of the City of Oak Creek and the City reserves the right to reject all bids or any bid or to waive any irregularities in any bid, or accept any bid which it deems in the interest of the Owners.
