Call Meeting to Order

Approval of Minutes7/5/06, as published.

Public Hearings (beginning at 7:00 p.m.) Citizen input, comments and suggestions are requested on the specific item(s) identified below.  Action by the Council may occur at the same meeting if so included in the agenda.

  1. Community Development Block Grant (CDBG):  Consider projects which could be completed during 2007 with money from the U.S. Department of Housing and Urban Development through the 2007 CDBG Program, and the reallocation of unexpended funding from previous years (by Committee of the Whole).
  2. Rezone:  to consider a proposal by Timothy and Janice Finke to rezone the property at 6901 S. 20th Street from Rs-4, Single Family Residential to B-3, Office and Professional Business. (2nd District).

    Old Business

  3. Discussion:  The Council will discuss proposals for use of the City’s 2007 allocation of Community Development Block Grant (CDBG) funds (by Committee of the Whole).
  4. Ordinance:  Adopt ordinance No. 2419, which would rezone 6901 S. 20th Street from Rs-4, Single Family Residential and Rd-1, Two Family Residential to B-3, Office and Professional Business.
  5. Resolution:  Consider a resolution No. 10649-070506 approving a preliminary certified survey map for Brett and Tracy Meyers at 2220 E. Puetz Road. (3rd District). (Held 7/5/06)

    Mayor and Council

  7. Presentation (6:30 p.m.):  Presentation of 2005 audit by representatives of Vichow, Krause & Company, LLP.
  8. Resolution:  Consider resolution No. 10654-071806 accepting the 2005 Financial Statement and Auditors’ Report as prepared and presented by Vichow, Krause & Company, LLP (by Committee of the Whole).
  9. Council Proclamation: Consider council proclamation No. 06-14, appreciation to Wauwatosa Savings Bank and KEI, Kujawa Enterprises Inc. for their donation of enhancements to the Oak Creek Veterans Memorial Park (by Committee of the Whole).
  10. Motion:  To approve a recommendation from the Personnel Committee to retain the firm of Davis and Kuelthau, S.C. to draft a comprehensive employee policy manual, including work rules and a comprehensive and uniform benefit policy for non-represented employees, not to exceed $10,000. (by the Committee of the Whole).
  11. Discussion:  To review the tentative 2007 Budget calendar and to review general 2007 budget guidelines
  12. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $397,856.95 (by Committee of the Whole).
  13. Motion: Council to authorize the City Administrator to procure outside professional and legal services for the purpose of assisting staff in the investigation and initiation of possible revocation of the conditional use permit for a recycling contractor’s shop with outdoor storage for the property at 9540 & 9578 S. Pennsylvania Avenue (LePine Enterprises, Inc.)(by Committee of the Whole).
  14. Motion:  Council to authorize the City Administrator to negotiate an amendment to the contract between the City of Oak Creek and HNTB to allow for the continuation of development advisory services to the City in connection with the 27th Street Corridor project, not to exceed $20,000. (by the Committee of the Whole).

    License Committee

  15. Motion: Consider a motion to take action on the various license requests as listed on the attached report (by Committee of the Whole).

    Parks, Recreation & Forestry

  16. Resolution:  Consider a resolution No. 10651-071806 accepting the workmanship and authorizing final payment to Lester Buildings, LLC, for Project No. 06004 (Commercial Pole Building). (2nd District)

    Highway Department   

  17. Motion:  Consider a motion to approve the recommendation of the Street Supervisor to purchase salt from the North American Salt Company, who was the low bidder for the State salt contract for road salt for the winter season of 2006/2007 at $31.46 per ton.

    Community Development

  18. Resolution:  Consider resolution No. 10653-071806, approving the final plat for Jenna Prairie Estates Addition No. 1. (5th District).
  19. Resolution:  Consider resolution No. 10652-071806, approving a certified survey map for the Kristine Fischer and Jean Kaiser at 10961 and 10991 S. 10th Avenue. (5th District).
  20. Motion:  Consider a motion to approve the request by Frank Valenti for a special exception to the I-94 & Drexel development moratorium for the purpose of constructing a deck at 1741 W. Drexel Avenue (2nd District).

    Engineering

  21. Motion:  Consider a motion to award the Howell Avenue sidewalk project to the lowest responsive bidder, J&A Pohl, at an estimated cost of $210,976.60 (Project No. 06012).
  22. Motion: Consider a motion to award the 6” Storm Sewer project along E. Kendale Drive, E. Susan Drive, and S. Verdev Drive to the lowest responsive, responsible bidder, Willkomm Excavating, at a cost of $43,599.50(Project No. 03010).

    Miscellaneous

  23. Motion:  Consider a motion to convene into Executive Session immediately following the conclusion of the Common Council meeting, pursuant to Wisconsin State Statutes, Section 19.85(1)(c)(e) & (g) to discuss post-employment benefits for non-represented employees.
  24. Motion:  Consider a motion to reconvene into Open Session.
  25. Motion:  Consider a motion to take action, if required.
