Approval of Minutes: 11/21/06 meeting, as published.
Public Hearings (beginning at 7:00 p.m.) Citizen input, comments and suggestions are requested on the specific item(s) identified below. Action by the Council may occur at the same meeting if so included in the agenda.
- Street Vacation: Consider a proposal by the City of Oak Creek to vacate and discontinue a part of a public street in the City of Oak Creek (E. Elm Rd.) (4th District).
- Rezone: Consider a proposal by Herget Plavsic Development LLC to modify the zoning boundaries on portions of the properties at 4201 E. Fitzsimmons Rd. and 10150 S. Chicago Rd. that are currently zoned Rm-1 Multifamily Residential and Rs-1 Single Family Residential (4th District).
- Amendment to Legal Description: Consider a proposal by Oak Park Apartments, Inc., to amend the legal description contained in Ordinance No. 1799, the planned unit development ordinance regulating the properties at 8720, 8739, 8767, 8873 and 8828 S. Oak Park Dr. and 701 E. Puetz Rd., to include only the property at 701 E. Puetz Rd. (3rd District).
- Rezone: Consider a proposal by the City of Oak Creek to rezone the properties at 7581 and 7869 S. 13th St. from I-1 Institutional and Rs-3 Single Family Residential to B-3 Office and Professional Business (Village at Manor Park, LLC and Charles and Sharon Edlebeck) (1st District).

- Resolution: Consider resolution No. 10690-101706, vacating and discontinuing a part of a public street in the City of Oak Creek (E. Elm Rd.) (4th District) (held 10/17/06).
- Ordinance: Consider ordinance No. 2438, rezoning portions of the properties at 4201 E. Fitzsimmons Rd. and 10150 S. Chicago Rd. that are currently zoned Rm-1 Multifamily Residential and Rs-1 Single Family Residential (Herget Plavsic Development, LLC) (4th District).
- Ordinance: Consider ordinance No. 2437, amending the legal description contained in Ordinance No. 1799 to include only the property at 701 E. Puetz Rd. (Oak Park Apartments, Inc.) (3rd District).
- Ordinance: Consider ordinance No. 2439, rezoning the properties at 7581 and 7869 S. 13th St. from I-1 Institutional and Rs-3 Single Family Residential to B-3 Office and Professional Business (Village at Manor Park, LLC and Charles and Sharon Edlebeck) (1st District).
- Motion: Consider a motion to approve the Internal Control Study Report of Reilly, Penner and Benton, authorize the City Treasurer to execute the Treasurer’s recommendations, and that all City departments be required to implement the approved policy changes (held 11/8/06) (by Committee of the Whole).
- Motion: Consider a motion to approve the Department of Parks, Recreation and Forestry to use 2005 and 2006 CEP fund balances to purchase a V-plow in the amount of $6,750.00 (held 11/21/06) (by Committee of the Whole).

- Motion: Consider a motion to authorize the publication and write-off of the attached list of delinquent personal property tax, per City policy (by Committee of the Whole).
- Motion: Consider a motion to establish combined Common Council meeting dates for 2007 (by Committee of the Whole).
- Resolution: Consider resolution No. 10695-120506, designating official holidays for 2007 (by Committee of the Whole).
- Resolution: Consider resolution No. 10713-120506, authorizing a Bill of Sale to the City of Franklin (by Committee of the Whole).
- Motion: Consider a motion to concur with the recommendation of the City’s insurance consultant and the City’s insurance committee to terminate the City’s relationship with CANUSA and Member Health for the purchase of prescription drugs from Canada, and to select SYSTEMED as the pharmacy benefit manager for prescription drugs for City employees effective 1/1/07 (by Committee of the Whole).
- Motion: Consider a motion to select a meeting date for a presentation of the Kenosha, Racine and Milwaukee (KRM) commuter rail line (by Committee of the Whole).
- Ordinance: Consider ordinance No. 2440, fixing the salary ranges, salary, wages and allowances for elected City offices and positions for the 2007-08 term (by Committee of the Whole).
- Discussion: Initial discussion on whether to change the positions of City Clerk/Comptroller and City Treasurer from elected to appointed positions (by Committee of the Whole).
- Motion: Consider a motion to approve the Vendor Summary Report in the amount of $273,515.40 (by Committee of the Whole).
License Committee
- Motion: Consider a motion to take action on the various license requests as listed on the attached report (by Committee of the Whole).
Library
- Motion: Consider a motion to approve the request of the Library Board and the recommendation of the Personnel Committee for funding for a 1,500 hour per year permanent part-time Library Public Services Aide III position and a 1,040 hour per year permanent part-time Reference Librarian position (by Committee of the Whole).
Health
- Ordinance: Consider ordinance No. 2436, to repeal and recreate Section 3.40(c)(15) relating to Health Department fees (by Committee of the Whole).
Fire
- Motion: Consider a motion to approve the Emergency Medical Services Agreement for Paramedic Services between the Milwaukee County Department of Health and Human Services (County) and the City of Oak Creek (by Committee of the Whole).
- Ordinance: Consider ordinance No. 2435, to repeal and recreate Section 3.40(14) relating to ambulance service rates (by Committee of the Whole).
- Motion: Consider a motion to authorize the Mayor and City Clerk to renew the contract with CPR, Inc., for Basic Life Support (BLS) ambulance billing and to authorize CPR, Inc., to be the City’s billing agent for Advanced Life Support (ALS) ambulance billing on a month-to-month basis beginning in 2007 (by Committee of the Whole).
Engineering
- Resolution: Consider resolution No. 10710-120506, accepting the workmanship and authorizing final payment to Payne & Dolan, Inc., for Project No. 03008 (installation of park site improvements in Chapel Hills Park) (1st District).
- Resolution: Consider resolution No. 10711-120506, accepting the workmanship and authorizing final payment to Willkomm Excavating & Grading, for Project No. 03010 (installation of storm sewer improvements in Kendale Dr., Verdev Dr. and Susan Dr.) (3rd District).
- Resolution: Consider resolution No. 10712-120506, accepting the workmanship and authorizing final payment to Payne & Dolan, Inc., for Project No. 00019 (construction of the City recycling yard) (2nd District).
- Resolution: Consider resolution No. 10708-120506, authorizing the vacation of an existing temporary drainage easement across 1120 E. Oakwood Rd., and Resolution No. 10709-120506, accepting a new permanent drainage easement and conservation easement across this same property (5th District).
- Motion: Consider a motion to authorize payment of the contract progress payments for various projects as listed on the attached summary report (1st through 5th Districts).
Community Development
- Resolution: Consider resolution No. 10707-120506, approving the final plat for the first phase of the Mallard Creek subdivision (5th District).
Miscellaneous
- Motion: Consider a motion to convene into Executive Session immediately upon the conclusion of the Common Council meeting pursuant to Wisconsin State Statutes, to discuss the following:
- Section 19.85(1)(c) to review and discuss preliminary information relating to the Carlson-Dettman compensation study for all non-union and management personnel; and
- Section 19.85(1)(c) to review and discuss the performance evaluation and compensation for the City Administrator.
- Motion: Consider a motion to reconvene into Open Session.
- Motion: Consider a motion to take action, if required.
