Recommendation:  That the Council approve the modifications to the sidewalk development plan for the Carrollville Crossing subdivision as identified in Alternate 3. (4th Aldermanic District)

 

Background:  Kaerek Homes is requesting that the Common Council consider alternatives to the original sidewalk plan approved during the preliminary plat approval for the Carrollville Crossing subdivision. The original plan that was approved had sidewalks running along the west side of S. 5th Avenue and the south side of E. Puetz Road.  The applicant would prefer to not disturb the woodlands in this area and is providing three (3) alternative placement options:

 

Alternative 1: Install the sidewalk as originally approved.

 

Alternative 2: Provide a pathway from Cooper Court north to the end of the stormwater pond and west to connect with S. 6th Street

 

Alternative 3: This would involve installing the same sidewalk as proposed in Alternative 2, but would involve the applicant putting money in escrow and not installing the path until the multi-family development on Outlot 1 is constructed.  

 

The Plan Commission has recommended that Alternate 3 be approved.

 

Fiscal Impact: Alternatives 1 and 2 would not have any fiscal impact.  Alternative 3 would require an escrow by the developer.  If this alternate is accepted, the City needs assurances that the escrowed amount would cover the cost of sidewalk installation at a future date.
