Recommendation: That the Common Council consider a motion to award the Camelot Park Development (Project No. 00033, 1st Aldermanic District), Chapel Drive Cul-de-sac Improvements (Project No. 03001, 1st Aldermanic District) and South Hills Park Facilities (Project No. 05001, 6th Aldermanic District) unit price contract to the lowest responsive, responsible bidder, Payne & Dolan, Inc., and to authorize the use of the $75,975 received from the sale of the properties at 2230 and 2300 Southland Drive towards the proposed park facilities in South Hills Park.
Background: Camelot Park would be mass graded to accommodate a soccer/football field, softball diamond, asphalt pathway and basketball court. The existing Chapel Drive temporary cul-de-sac in the 7400 block would be reconstructed to City specifications for a full cul-de-sac and a small parking area for the adjacent Camelot Park development. South Hills Park was graded last year under Project No. 04005. Under this project, South Hills Park would have an asphalt pathway, softball backstop, basketball court, tennis courts, and sand volleyball court.
Also under this contract, both Camelot and South Hills Parks would each have a play structure area excavated. Play structure installations would be contracted for separately by the Department of Parks, Recreation & Forestry.
The Engineering Department prepared the plans and specifications for the project and the work was advertised. This is a unit price contract. Thus, the bids were evaluated based on estimated quantities. The following five bids were received:

Fiscal Impact: Camelot Park has $343,692 available ($64,315 in impact fees and $285,377 in budgeted CIP funds, minus $6,000 of retainage from the 2003 Chapel Hills park project). The Chapel Drive cul-de-sac has $71,125 available in budgeted CIP funds. South Hills Park has $193,205 available ($815 in impact fees, $34,523 in escrow fees, $83,892 in budgeted CIP funds, $75,975 from the sale of the previous park site on W. Southland Drive, minus $2,000 from the 2004 South Hills Park grading contract).
