Call Meeting to Order
Pledge of Allegiance
Approval of Minutes: 6/20/05, 6/21/05, and 7/5/05, as published
- Opening remarks and establishing of “ground rules” for the Common Council, candidates, and audience by Mayor Bolender for the conduct of interviews for the interim City Administrator position.
- Conduct interviews of the following candidates for the interim City Administrator position:
- Jennifer Sheiffer, Janesville, WI
- William L. Forrest, AICP, Wausau, WI
- Sigmund Tomkalski, Oak Creek, WI
- Recess to allow interested parties to return to the meeting room.
- Discussion: Council discussion of the candidate interviews and expectations for the interim City Administrator position.
- Discussion: Consider a proposal by staff to provide interim City Administrator services.
- Motion: Consider a motion to appoint an interim City Administrator.
- Motion: Consider a motion to select three finalists from those firms who have submitted a proposal to provide professional placement services in the search for a City Administrator, and to invite those three finalists to be present to make a presentation to the Common Council at a future meeting.
Public Hearings (beginning at 7:00 p.m.) Citizen input, comments and suggestions are requested on the specific item(s) identified below. Action by the Council may occur at the same meeting if so included in the agenda.
- Zoning Text Amendment: Consider a proposal by the City of Oak Creek to create Section 17.1402 of the Municipal Code regarding the definition for a drive-in or drive-through restaurant (by Committee of the Whole).
Old Business
- Ordinance: Consider ordinance No. 2358, amending Section 17.1402 of the Municipal Code regarding the definition of a drive-in or drive-through restaurant (by Committee of the Whole).
- Ordinance: Consider ordinance No. 2359, creating Section 2.46(a)(13) and repealing and recreating Section 2.45(j) and Section 2.47(d) relating to the establishment of the position of Inspection Supervisor (by Committee of the Whole).
Action Presentations
Mayor and Council
- Motion: Consider a motion to approve the Vendor Summary Report in the amount of $190,195.85 (by Committee of the Whole).
- Resolution: Consider resolution No. 10530-071905, commendation to Peter J. Ratz, retiring Fire Fighter Paramedic (by Committee of the Whole).
- Motion: Consider a motion to approve a modification to Section 3.2 of the City’s Purchasing Policy, increasing the minimum amount requiring City Administrator approval to $2,500.00 (by Committee of the Whole).
- Informational: Reappointment by the Board of Health of Dr. Michael D’Amico as Medical Advisor/Health Officer for a two-year term expiring 7/07.
- Motion: Consider a motion to consider the following:
- Resolution No. 10532-071905, creating a Dust and Noise Abatement Grant Program related to the WE Energies Power Plant project; and
- Designate the availability of the program initially to Area A of the plan (by Committee of the Whole).
License Committee
- Motion: Consider a motion to take action on the various license requests as listed on the attached report (by Committee of the Whole).
Streets
- Motion: Consider a motion to approve the recommendation of the Street Superintendent to purchase salt for the 2005-06 winter season from Cargill Salt Company, the low bidder for the state road salt contract at $30.24 per ton (by Committee of the Whole).
Fire
- Motion: Consider a motion to approve the quote for purchasing a high-pressure breathing air system from Max-Air, at a cost of $18,162.69 (by Committee of the Whole).
Community Development
- Resolution: Consider resolution No. 10533-071905, approving the final plat for the Willow Creek Estates subdivision (5th District).
Engineering
- Resolution: Consider resolution No. 10531-071905, approving a storm water management practices maintenance agreement with Thomas W. and Karen M. Jungck for their proposed Emerald Meadows Addition No. 2 subdivision (5th District).
- Discussion: Discussion relating to clarification/modification of the policy that requires concrete sidewalks, per Ald. Foeckler.
Parks, Recreation and Forestry
- Motion: Consider a motion to concur with the recommendation of the Department of Parks, Recreation and Forestry and approve two bid proposals from Gerber Leisure products for the purchase and installation of play structures, equipment, swing structures, benches and resilient surfacing for South Hills and Camelot Neighborhood Parks at a total cost of $84,000.00 ($42,000.00 each) (6th and 1st Districts).
