Approval of Minutes11/30/05, 12/6/05, and 12/8/05, as published

  1. Presentation (6:30 p.m.):  Presentation of the 27th Street Implementation Plan by representatives of HNTB.
  2. Motion:  Consider a motion to authorize staff to take steps to form a tax increment financing (TIF) district for the Urban Village area (by Committee of the Whole).
  3. Motion:  Consider a motion to endorse the concept of entering into a memorandum of understanding with the City of Franklin to cover one-half the cost of a streetscape plan for S. 27th St. (by Committee of the Whole).
  4. Public Hearings (beginning at 7:00 p.m.) Citizen input, comments and suggestions are requested on the specific item(s) identified below.  Action by the Council may occur at the same meeting if so included in the agenda.

  5. Rezone:  Consider a proposal by DEMCO WISCONSIN 1, LLC and GIUFFRE XX, LLC, to rezone the properties at 8081, 8131 and part of 8201 S. Howell Ave. from M-1 Manufacturing to B-4 Highway Business, with a conditional use permit for a gasoline service station (2nd District).
  6. Official Map Amendment:  Consider a proposal by John Coury to amend the Official Map for the Northwest 1/4 of Section 34, affecting the properties at 1830 and 1930 E. Elm Rd. and 10670 S. Nicholson Rd. (5th District).
  7. Official Map Amendment:  Consider a proposal by the City of Oak Creek to amend the Official Map for the Southeast 1/4 of Section 28, affecting the property at 1120 E. Oakwood Rd. (5th District).
  8. Zone Text Amendment:  Consider a proposal by the City of Oak Creek to amend Section 17.0315 of the Municipal Code regarding drive-in and drive-through restaurants (by Committee of the Whole).

  10. Ordinance:  Consider ordinance No. 2383, rezoning the properties at 8081, 8131 and part of 8201 S. Howell Ave. from M-1 Manufacturing to B-4 Highway Business, and authorizing the issuance of a conditional use permit for a gasoline service station with an oil lube facility and car wash (DEMCO WISCONSIN 1, LLC and GIUFFRE XX, LLC) (2nd District).
  11. Ordinance:  Consider ordinance No. 2384, amending the Official Map for the Northwest 1/4 of Section 34 (Coury) (5th District).
  12. Ordinance:  Consider ordinance No. 2385, amending the Official Map in the Southeast 1/4 of Section 28 (City of Oak Creek) (5th District).
  13. Ordinance:  Consider ordinance No. 2386, amending Section 17.0315 of the Municipal Code regarding drive-in and drive-through facilities in the B-4 Highway Business zoning district (by Committee of the Whole).
  14. Ordinance:  Consider ordinance No. 2382, repealing and recreating Sections 15.200 through 15.224 of the Municipal Code relating to the Fire Prevention Code (by Committee of the Whole).

  16. Motion:  Consider a motion to authorize staff to release a request for proposals for the redevelopment of the property at 8640 S. Howell Ave. (by Committee of the Whole).
  17. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $766,044.11 (by Committee of the Whole).
  18. Council Proclamation:  Consider council proclamation 05-23, gratitude to Jennifer M. Wimmer for dedicated service to the City of Oak Creek as a member of the Parks, Recreation and Forestry Commission (by Committee of the Whole).
  19. Motion:  Consider a motion to concur with the Mayor’s appointment of Peter Wagner, 211 E. Sunset Dr., to the Parks, Recreation and Forestry Commission to complete a term expiring April 2006 (by Committee of the Whole).
  20. License Committee

  21. Motion: Consider a motion to take action on the various license requests as listed on the attached report (by Committee of the Whole).

  23. Motion:  Consider a motion to approve the hiring of three additional Firefighters as provided for in the 2006 budget (by Committee of the Whole).

  25. Motion:  Consider a motion to approve the purchase of 24 RBR Combat MK-II Tactical Helmets from Advantage Police Supply at a total cost of $6,051.00 (by Committee of the Whole).
  26. Motion:  Consider a motion to approve the purchase of 24 Pro-Tec Trimax Tactical Ballistic Body Armor vests from Streicher’s at a total cost of $54,456.00 (by Committee of the Whole).
  27. Motion:  Consider a motion to approve the Police Department’s hiring of one Emergency Services Dispatcher (by Committee of the Whole).
  28. Motion:  Consider a motion to reaffirm the decision to hire three permanent full-time patrol officers utilizing funds from WE Energies mitigation funds (by Committee of the Whole).
  29. Community Development

  30. Resolution:  Consider resolution No. 10585-122005, approving the final plat for Orchard View Estates subdivision (5th District).
  31. Resolution:  Consider resolution No. 10586-122005, approving the final plat for the Rawson Village Estates subdivision (1st District).
  32. Engineering

  33. Motion:  Consider a motion to authorize payment of the contract progress payments for various projects as listed on the attached summary report (various districts).
  34. Motion:  Consider a motion to authorize payment of the contracted inspection service payment for various projects as listed on the attached invoice payment report (various districts).
  35. Miscellaneous

  36. Motion:  Consider a motion to convene into Executive Session immediately following the conclusion of the Common Council meeting pursuant to Wisconsin State Statutes as follows:
    1. Section 19.85(1)(c) to discuss and evaluate candidates for the position of City Administrator;
    2. Section 19.85(1)(f) to consider the financial and personal histories and disciplinary data of specific personnel and the preliminary consideration of specific personnel problems;
    3. Section 19.85(1)(c)(e) to discuss contract bargaining strategy.
  37. Motion:  Consider a motion to reconvene into Open Session.
  38. Motion:  Consider a motion to take action on the Executive Session, if required.
