  1. Rezone:  Consider a proposal by the Parkside Land Group, LLC, to rezone portions of the property at 545 W. Ryan Rd. from M-1 Manufacturing to P-1 Park (6th District).

  3. Ordinance:  Consider ordinance No. 2279, approving a rezoning of a portion of the property at 545 W. Ryan Rd. from M-1 Manufacturing to P-1 Park (Parkside Land Group, LLC) (6th District).
  4. Motion:  Consider a motion to concur with the recommendation of the Traffic & Safety Commission and authorize the installation of “No Parking” signs on both sides of S. 20th St. from W. Southbranch Blvd. to the dead end (held 10/21/03) (6th District).
  5. Resolution:  Consider resolution No. 10293-102103, approving a sanitary sewer and water lateral connection agreement between Catherine A. Schuerman, 9025 S. Nicholson Rd., and the City of Oak Creek (Tax Key Nos. 861-9987 and 873-9999) (held 10/21/03) (3rd District).
  6. Motion:  Consider a motion to authorize the Mayor to execute a local/county agreement for preliminary engineering for the reconstruction of E. College Ave. from S. Howell Ave. to S. Pennsylvania Ave., and to authorize the transfer of $40,500.00 from Unspecified Streets (1st District) (held 8/4/03).

  8. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $416,698.13 (by Committee of the Whole).
  9. Informational:  Correspondence from Moody’s Investors Service assigning the City of Oak Creek with an MIG 1 bond rating.
  10. Council Proclamation:  Consider council proclamation No. 03-32, gratitude to James Cech for dedicated service to the City of Oak Creek as a member of the Traffic and Safety Commission (by Committee of the Whole).
  11. Motion:  Consider a motion to concur with the Mayor’s appointment of David Schneider, 10475 S. McGraw Dr., to the Traffic & Safety Commission for a 3-year term to expire 9/06 (by Committee of the Whole).
  12. Motion:  Consider a motion to concur with the Mayor’s reappointment of Fredrick Siepert to the Water and Sewer Utility Commission for a five-year term to expire 9/08 (by Committee of the Whole).
  13. Council Proclamation:  Consider council proclamation No. 03-31, to Norman Osgood for dedicated service to the City of Oak Creek as a member of the Board of Health (by Committee of the Whole).
  14. Ordinance:  Consider ordinance No. 2278, repealing and recreating Section 2.42 of the Municipal Code relating to the City Administrator (by Committee of the Whole).
  15. Motion:  Consider a motion to take the following action (by Committee of the Whole):
    1. establish a salary range for the City Administrator position; and
    2. authorize a candidate recruitment process to fill the City Administrator position.
  16. Motion:  Consider a motion to approve the recruitment of a Library Services Assistant to replace the Secretary/Bookkeeper upon her retirement (by Committee of the Whole).
  17. Resolution:  Consider resolution No. 10303-110403, a resolution in support of the State Legislature considering changes to the Mediation-Arbitration Law (by Committee of the Whole).
  18. Discussion:  Discussion and potential action relating to past practice for a “catch-up” in wages for new hires to equal that of existing employees performing the same duties (by Committee of the Whole).
  19. Resolution:  Consider resolution No. 10304-110403, requesting that certain lands as located within the City of Oak Creek be incorporated within the boundaries of the Milwaukee Metropolitan Sewerage District (Crayfish Creek) (4th, 5th and 6th Districts).

  21. Motion: Consider a motion to take action on the various license requests as listed on the attached report (by Committee of the Whole).

  23. Ordinance:  Consider ordinance No. 2280, amending Section 15.49 of the Municipal Code relating to electrical license qualifications and revocation (by Committee of the Whole).
  24. Ordinance:  Consider ordinance No. 2281, amending Section 3.40(12) of the Municipal Code relating to electrical license fees (by Committee of the Whole).

  26. Resolution:  Consider resolution No. 10300-110403, approving a certified survey map for portions of the properties at 441 and 545 W. Ryan Rd. (Parkside Land Group, LLC) (6th District).
  27. Resolution:  Consider resolution No. 10302-110403, approving the final plat for the Country Creek VI subdivision (5th District).
  28. Resolution:  Consider resolution No. 10301-110403, approving a certified survey map for the properties at 402 and 404 W. Puetz Rd. (Springbrook Development, LLC) (2nd District).
  29. Engineering

  30. Resolution:  Consider resolution No. 10299-110403, accepting the workmanship and authorizing final payment to Super Excavators, Inc., for Project No. 00109 (installation of sanitary sewer, water main and appurtenances in S. Nicholson Rd.) (3rd District).
  31. Motion:  Consider a motion to authorize payment of the contract progress payments for various projects as listed on the attached summary sheet (1st, 3rd and 4th Districts).
  32. Motion:  Consider a motion to authorize payment of the invoiced contract progress payments for various projects as listed on the attached report (by Committee of the Whole).
  33. Motion:  Consider a motion to take the following action:
    1. Allow Orde Advertising to withdraw its bid because of an error;
    2. Reject the bid from TV John & Son for the Creekside Corporate Park sign project because the bid is too high; and
    3. Award the bid for the project to construct the entrance sign for the Oak Creek Commerce and Industrial Parc at the intersection of S. Howell Ave. and E. Mahn Ct. to the lowest, responsive, responsible bidder, TV John & Son, in the amount of $15,950.00 (Project Nos. 99049 and 00045) (TIF District Nos. 4 and 6) (1st and 6th Districts).
  34. Miscellaneous

  35. Motion:  Consider a motion to convene into Executive Session immediately following the conclusion of the Common Council meeting, pursuant to Wisconsin State Statutes, to discuss the following:
    1. Section 19.85(1)(e) to discuss an offer to purchase a portion of the property at 10511 S. Chicago Rd.;
    2. Section 19.85(1)(e) to discuss the request of the Professional Clerk-Matron Dispatcher Association to reopen their 2003 labor agreement;
    3. Section 19.85(1)(g) to consider possible litigation as it relates to the PSC decision regarding the power plant expansion.
  36. Motion:  Consider a motion to reconvene into Open Session.
  37. Motion:  Consider a motion to take action, if required.
